Under REPUBLIC ACT NO. 9139  passed on  June 08, 2001 or “AN ACT PROVIDING FOR THE ACQUISITION OF PHILIPPINE CITIZENSHIP FOR CERTAIN ALIENS BY ADMINISTRATIVE NATURALIZATION AND FOR OTHER PURPOSES”, aliens born and residing in the Philippines may be granted Philippine citizenship by administrative proceedings before the Special Committee On Naturalization (SCN).
